A client just no-showed. What do you say?

Short and neutral beats long and apologetic. Two messages you can copy as they are:

"Hi [name], we missed [pet] today at [time]. Per the policy you agreed to at booking, the no-show fee applies. Want me to get you rebooked for next week?"

"Hi [name], no card was on file for today's missed appointment, so there is no fee this time. Going forward I hold bookings with a card on file, charged only for no-shows or same-day cancellations."

The second message only has to be sent once. After that the card on file does the talking for you.

Deposits or card on file?

Deposits work, but they add friction to every single booking and you end up refunding most of them. A card on file charges nobody up front: loyal clients never notice it, and the few who would have ghosted either show up or pay the fee.
